The Taiwan Cosmetic Safety Data Signatory Association is composed of a group of signatories with professional knowledge and practical experience, dedicated to improving the professional standards and safety protocols of Taiwan’s cosmetics industry. The association’s core business includes: promoting the establishment and signing of Cosmetic Safety Data Files (PIFs), conducting educational training courses, and assisting brand owners and manufacturers in understanding and fulfilling their regulatory responsibilities.

According to the Ministry of Health and Welfare’s announcement, starting July 1, 2026, all marketed cosmetics must complete the signing process for a Safety Data File (PIF); otherwise, they will not be allowed to be marketed. This policy presents a challenge to the industry, but also a crucial opportunity for transformation and upgrading.

The association’s signatories will uphold the principles of “professionalism, efficiency, and cooperation,” engaging in two-way communication with brand owners and manufacturers to help them clarify required documents, understand relevant responsibilities and procedures, and provide practical advice and timeline planning, fully assisting them in successfully completing the PIF signing process. We also offer free consulting services to help resolve practical difficulties and further reduce compliance costs for businesses.
