Vision

Our vision is: To become a leading indicator of product safety and compliance in Taiwan’s cosmetics industry. To establish a highly trusted third-party collaboration platform dedicated to promoting the implementation of the Product Safety Information File (PIF) system. To build a comprehensive network and education system for Safety Assessors (SAs) to assist the industry in its robust and sustainable development. To develop an international exchange platform, connecting global compliance systems and becoming a vital bridge for SA alignment and PIF mutual recognition in Asia. To serve as a bridge between government and industry, assisting in policy implementation, system optimization, and industry understanding.

Main objectives

Establish a comprehensive Product Safety Information File (PIF) system and promotion mechanism to assist brand owners and manufacturers in its smooth implementation. Establish a database and matching platform for Safety Assessors (SAs) to enable businesses to quickly find suitable signing partners. Provide systematic education, training, and retraining programs to enhance the professional capabilities of SAs. Offer product safety information file (PIF) signing services, with the association endorsing the quality of signing to assist brand owners in achieving compliance. Establish a professional mutual recognition platform with international SAs to enhance the international alignment of Taiwan’s SAs.

Background and Development

In response to the trend of the Product Safety Information File (PIF) system introduced by the EU’s Cosmetics Regulation (EC No. 1223/2009), and Taiwan’s phased implementation of related requirements starting in 2024, the association was officially established in 2025.

The association’s initial purpose was to assist Taiwanese cosmetics companies in successfully implementing the PIF system, providing integrated services from regulatory consultation and data filing to SA (Safety Information File) matching.

The association collaborates with Taipei Medical University to promote the “SA Support Program,” which offers comprehensive training and consultation courses on PIF signing, stipulating that companies must complete 8 hours of training annually and obtain certification to maintain their SA professional qualifications.
